Summary

Brasilien wird als zukünftige wirtschaftliche und politische globale Kraft angesehen. Trotz der jüngsten wirtschaftlichen Erfolge ist die Innovationsfähigkeit Brasiliens im Vergleich zu anderen Weltregionen allerdings eher gering. Diese Studie geht davon aus, dass die Leistung eines Innovationssystems entscheidend von Verhandlungen zwischen den Ebenen des politischen Systems und deren Einbeziehung in den policy-making Prozess anhängt.

Die Performanz des brasilianischen Innovationssystems deutet darauf hin, dass die bestehenden Hindernisse eine bessere Koordinierung zwischen den Akteuren und Ebenen sowie eine bessere Innovationsfähigkeit verhindern. Die politische Dimension und institutionalisierte Governance- und Machtbeziehungen zwischen nationaler und subnationaler Ebene wurden nur selten in die Analyse von Innovationssystemen aufgenommen. Bis dato gibt es keine Studie, welche diese Dynamik für Brasilien erfasst.

Die vorliegende Studie schließt diese Lücke und liefert eine detaillierte Beschreibung der brasilianischen Innovationspolitikarena und ihrer multi-level Governance-Strukturen und darüber hinaus Hinweise aus zwei regionalen Innovationssystemen (Rio Grande do Sul und Espírito Santo).
