Summary

Diese Arbeit präsentiert die Europäische Nachbarschaftspolitik (ENP) als gelungenes Beispiel der EU-Außenpolitik. Anhand einer Analyse des EU-internen Verhandlungsprozesses wird die Entstehungsgeschichte der ENP im Detail rekonstruiert. Mit der Technik des “process tracing” werden die politischen Zielsetzungen von EU Akteuren und fünf ausgewählten Mitgliedstaaten zu Beginn und im Verlauf der Verhandlungen analysiert und danach die Ausgangspositionen mit dem Resultat der ENP verglichen. Im Zentrum der Analyse steht dabei das multidimensionale Konzept der Kohärenz; es dient hier als Messlatte, um den Erfolg der ENP als einer neuen, wichtigen Dimension der EU-Außenpolitik zu bewerten.
