Non-Conflict in Kazakhstan: Securitization and Hegemonic Formation in Nation-Building Discourse

Zusammenfassung

In der Konfliktforschung ist bisher wenig über Fälle bekannt, in denen erwartete Konflikte ausbleiben. Die Studie analysiert, warum ein vielfach erwarteter inter-ethnischer Konflikt im post-sowjetischen Kasachstan nicht eintrat, und zeigt, wie das Ausbleiben von Konflikten diskursiv konditioniert wird. Mit dem Konzept des „Non-Conflict“ bietet sie einen diskursanalytischen Ansatz, der politische Diskurse im Nationenbildungsprozess nachzeichnet. Es wird gezeigt, dass der hegemoniale Diskurs der inter-ethnischen Harmonie politische Grenzen setzte, die einen Konflikt diskursiv nicht artikulierbar machten. Auf diese Weise verschiebt sich der Fokus von Ursachen hin zu diskursiven Bedingungen der Konfliktvermeidung.
