Zusammenfassung

Weltweit orientiert sich Hochschulpolitik an ähnlichen Modellen zur Evaluation und Akkreditierung. In Chile und Südafrika zeigt sich, wie globale Qualitätsstandards trotz unterschiedlicher Interessen und Kontexte durchgesetzt werden. Ansätze zu Politiktransfer und Diffusion werden durch das Konzept strategisch-relationaler Übersetzung re-formuliert, welches die Rekursivität von Struktur und Akteur betont: Politisches System und Diskurse privilegieren oder blockieren Akteure – und werden durch diese verändert.

In Chile wurden angesichts des privatisierten Hochschulsektors und autoritärer Vermächtnisse der Militärdiktatur in Kooperation mit der Weltbank weitgehend privatisierte Qualitätssicherungspolitiken geschaffen. Im öffentlichen Hochschulsektor Südafrikas relativierte die Regierung internationale und New Public Management-Bezüge und etablierte staatliche Qualitätssicherung. Evaluation wird somit v.a. von strategischen Interessen geprägt und erscheint als Black Box hochschulpolitischer Regulierung.
