Zusammenfassung

Die theoriegeleitet-komparative Studie betont im Gegensatz zu bisherigen Arbeiten zur Außenpolitik Amerikas, dass die demokratische Kontrolle von Militäreinsätzen durch die US-Legislative von einer erheblichen Varianz gekennzeichnet ist. Vor allem wenn die Kongressmitglieder an der Betroffenheit „nationaler Interessen“ zweifeln, wachsen die Anreize zur Selbstbehauptung. Entgegen der vorherrschenden These von einem „liberalen Kriegsdiskurs“, in dem universelle Werte wie Demokratie und Menschenrechte in den Vordergrund gerückt werden, belegt die inhaltsanalytische Untersuchung der Kongressdebatten die Bedeutung der Legitimationsfigur „nationaler Interessen“.
