Zusammenfassung
Die Außenvertretung der Europäischen Union ist stark fragmentiert, die Strukturen und Verfahren ihres internationalen Handelns in einzelnen Politikfeldern unterscheiden sich erheblich. Bisherige Reformüberlegungen konzentrieren sich allerdings vornehmlich auf den Bereich klassischer Außen- und Sicherheitspolitik. Dieser Sammelband untersucht ein breiteres Spektrum an Außenbeziehungen, indem er sich den auswärtigen Dimensionen der Energie-, Klima-, Handels-, Wirtschafts- und Finanzpolitik sowie der Arbeits- und Sozialpolitik widmet.
Vor dem Hintergrund der Reformen des Lissabonner Vertrags trägt dieser Band zur aktuellen Diskussion über die Entwicklung des Außenhandelns der EU bei. Die Untersuchungen der Strukturen und Verfahren der Außenvertretung in ausgewählten Politikfeldern identifizieren spezifische Modelle der Außenvertretung sowie deren Vor- und Nachteile. Die Autoren aus Praxis und Wissenschaft diskutieren die Herausforderung der EU, die Kohärenz, Effizienz und Legitimität ihrer auswärtigen Vertretung zu verbessern, um ein relevanter Akteur im sich rapide ändernden internationalen Umfeld zu werden.
