Zusammenfassung

In den Jahren, bevor die Covid19-Krise die Welt vor ungekannte Herausforderungen stellte, zeigte sich die EU von zwei Seiten: Einerseits gab sie Anlass zu Hoffnung, hatte sie doch mehrere Krisen gemeistert und stellte sie sich in der Welt als Verteidigerin von Multilateralismus und Festung der Demokratie dar. Andererseits aber blieben Schwächen sichtbar: ihre mangelnde Kohärenz in der Außen- und Sicherheitspolitik; ihr unzureichender Einfluss in ihrer Nachbarschaft sowie ihre inneren Widersprüche, was die Wahrung der Rechtsstaatlichkeit unter ihren Mitgliedstaaten anbetrifft.
