Der Autor analysiert mit dem Ansatz des historischen Institutionalismus den Entwicklungspfad der Institutionen öffentlicher Sicherheit und politischer Prozesse, um die Entstehung privater Sicherheitsdienste zu erklären. Er bietet ein analytisches Modell, das auf empirischen historischen Quellen und Interviews basiert.
