Local Politics in a Comparative Perspective

Summary

Selbstverwaltung ist eines der zentralen Prinzipien politischer Organisation von Kommunen in Europa. Und Kommunen sind für Bürgerinnen und Bürger die Orte direkt erfahrbarer Politik. Gleichzeitig sind sie in größere soziale und politische Kontexte eingebettet, die politische Prozesse und Strukturen auf der lokalen Ebene beeinflussen und formen. Bei der Analyse lokaler Politik bietet es sich daher an, regionale Kultur, institutionelle Arrangements und Multilevel-Governance als mögliche Determinanten in die Analyse einzubeziehen, um Variationen der Umsetzung des Prinzips der Selbstverwaltung zu verstehen.

Am Beispiel zweier Städte – Petrozavodsk und Tübingen – beleuchten die Beiträge von WissenschaftlerInnen und PraktikerInnen aus Verwaltung, Politik und Zivilgesellschaft aus einer vergleichenden Perspektive, wie lokale Politik und politische Kultur in Kontexten der Multilevel-Governance ausgestaltet sind und wie Partizipation und zivilgesellschaftliches Engagement in unterschiedlichen systemischen Kontexten funktionieren.
