Summary

1999 wurde der erste Hohe Vertreter (HV) für die Gemeinsame Außen- und Sicherheitspolitik (GASP) ernannt, um der EU auf der Weltbühne Gesicht und Stimme zu verleihen.

Der Band nimmt erstmals eine systematische Analyse dieses wichtigen Amtes im Rahmen der GASP-Governance vor. Hierfür wird unter verschiedenen Blickwinkeln untersucht, wie Javier Solana, der erste HV, diese Position ausgefüllt, ausgebaut und geprägt hat.

Die Beiträge analysieren die Strukturen und Dienste, die Solana aufbaute, und seine zum Teil spannungsgeladenen Beziehungen zu anderen zentralen Akteuren der GASP. Weiterhin wird dargelegt, welche internationale Rolle Solana für die EU anstrebte und wo seine inhaltlichen und regionalen Prioritäten lagen. Solanas Wirken ist Maßstab für seine Nachfolgerin in diesem Amt, das durch den Vertrag von Lissabon substanziell aufgewertet wurde.
