Summary

In the Rutte II cabinet, Jet Bussemaker, Minister of Education, Culture and Science, decides to base cultural policy on the social value of culture. After previous cuts in the cultural sector, this seems like a positive turnaround. Or is it not? What does the term "social value of culture" actually mean? Rosa van Kollem analyses the cultural policy of the Rutte I and II cabinets through a discourse analysis of the social value of culture, drawing on Foucault's concept of governmentality. Her study focuses on the substantive discussion on the grounds of legitimacy of the policy and makes a valuable contribution to the current debate on the value of culture.
