Summary

Unter welchen Bedingungen verbessert Dezentralisierung kommunale Dienstleistungen? Diese Arbeit untersucht Leistungsunterschiede in Lokalverwaltungen und zeigt – theoretisch und empirisch am Fallbeispiel Indonesiens – dass sich unterschiedliche Leistungsniveaus auf lokale politische Anreizstrukturen zurückführen lassen. Sind kommunalpolitische Prozesse verzerrt, entstehen für politische und bürokratische Eliten Anreize, die mit der Dezentralisierung neu gewonnenen fiskalischen und politischen Freiräume, vorwiegend für die eigene Vorteilsnahme zu nutzen, was die Erbringung zentraler kommunaler Dienstleistungen beeinträchtigt. Andersherum erhöhen ein intakter kommunalpolitischer Wettbewerb, Wiederwahlanreize und eine politisch aktive Bürgerschaft, die sich direkt und indirekt an Entscheidungsprozessen beteiligt, die politischen Kosten von ineffizienter Verwaltungsführung und schaffen dadurch Anreize, öffentliche Dienstleistungen nachhaltig zu verbessern.

Das Buch ist für Ökonomen, Politikwissenschaftler, Entscheidungsträger und all jene interessant, die sich mit Reformen von Staat und Gesellschaft in Entwicklungsländern befassen. Der Autor ist Volkswirt bei einer internationalen Entwicklungsorganisation und arbeitet zu Reformen der öffentlichen Verwaltung und Finanzwesen.
