Summary

Soziale Dienste sind mehr als nur kaufbare Waren, während von Politikern oft der Eindruck geweckt wird, sie müssen den gleichen Kriterien folgen, wie man sie beim Kauf eines Schrankes oder beim Gang zur Autowerkstatt anlegt. In der europäischen Diskussion hierüber wird allerdings über dem Streit von kniffligen Rechtsfragen leicht vergessen, den Besonderheiten sozialer Dienste – z.B. dass sie auch dem Allgemeinen Interesse dienen – Beachtung zu schenken.

Die Beiträge des Bandes untersuchen von verschiedenen Seiten die Tatsache, dass solche Dienste nicht nur hilfebedürftigen Individuen zugute kommen, sondern auch der jeweiligen Gesellschaft. Dabei werden sowohl Gesichtspunkte aus der Praxis als auch theoretische Aspekte aus der EU-Debatte zusammengeführt.

Peter Herrmann ist Senior Research Fellow an der Universität in Cork und Direktor des unabhängigen Forschungsinstituts European Social, Organisational and Science Consultancy (ESOSC) in Irland.

Albert Brandstätter war Generalsekretär der Eurodiaconia in Brüssel und ist nunmehr Geschäftsführer der Lebenshilfe Österreich.

Cathal O"Connell ist Senior Lecturer für Sozialpolitik an der Universität in Cork, Irland.
