Summary

Durch den Mehrjährigen Finanzrahmen legt die Europäische Union ihre politischen Prioritäten und den Grad der gegenseitigen Solidarität zwischen den Mitgliedstaaten für einen Zeitraum von sieben Jahren fest. Der Band analysiert, warum gerade die pfadabhängige Struktur des Finanzrahmens sicherstellt, dass notwendige Reformen des Haushalts im Kontext institutioneller Stabilität realisiert werden können. Basierend auf dieser Analyse werden Szenarien für Stabilität und Wandel in der Finanzierungsperiode 2021-2017 präsentiert.
