Summary
This book examines the development of joint debt issuance throughout the EU policy cycle, with a particular focus on agenda-setting. Using the Multiple Streams Approach (MSA), it explores the conceptual shifts within the problem, politics, and policy streams triggered by three pivotal events: the global financial crisis, the Eurozone crisis, and the COVID-19 crisis. Furthermore, the study makes a theoretical contribution to the concept of stream independence, one of MSA’s theoretical cornerstones.
