The Impact of Fiscal Policy on Economic Growth

Summary

Spätestens seit J. M. Keynes gehört die Analyse fiskalpolitischer Effekte auf das Wirtschaftswachstum zu den interessantesten volkswirtschaftichen Fragestellungen. Seither hat sich in der Analyse der Fiskalpolitik sehr viel verändert, nicht nur methodisch, sondern auch hinsichtlich der als bedeutend angesehenen Bereiche.

Am Beispiel des großen europäischen Flächenstaates und wichtigen Transformationslandes Ukraine werden in fünf Kapiteln moderne Aspekte der Fiskalpolitik analysiert: Erstens, kann ein höherer Grad fiskalischer Dezentralisierung im Sinne von mehr Entscheidungsspielraum der unteren staatlichen Ebenen mehr Wirtschaftswachstum bringen und wenn ja, unter welchen Bedingungen? Zweitens, welche der potenziell möglichen Ursachen sind für die Entwicklung der Schattenwirtschaft statistisch signifikant, welche sind wirtschafts- und fiskalpolitisch beeinflussbar, und wie hoch ist ihr jeweiliger quantitativer Einfluss? Drittens, leistet das Finanzausgleichsystem eine wirksame Umverteilung unter den Regionen und welche Effekte hat es auf das Wirtschaftswachstum, und zwar auch getrennt nach Geber- und Nehmerregionen? Viertens, wie ist die Nachhaltigkeit (sustainability) der Fiskalpolitik zu beurteilen, und gibt es relativ einfache Regeln, mit denen Fiskalpolitik langfristig verstetigt werden kann, um so Krisen zu vermeiden und die langfristige Handlungsfähigkeit des Staates zu sichern? Fünftens, inwieweit ist Sozialpolitik Fiskalpolitik, und können die dort eingesetzten Ressourcen für die Zielerreichung effizienter eingesetzt werden?

Jede dieser Fragen wird auf Basis einer Analyse beantwortet, woraus wirtschaftspolitische Reformvorschläge abgeleitet werden.
