Zusammenfassung

Seit den Anschlägen des 11. Septembers 2001 hat sich ein komplexes Gefüge internationaler Strukturen und Regeln zur Bekämpfung des transnationalen Terrorismus herausgebildet. Die organisatorische Basis der Antiterror-Kooperation wurde bisher aber nicht näher beleuchtet. Am Beispiel bürokratischer Akteure in den Vereinten Nationen und der Europäischen Union untersucht die Arbeit, wie und inwiefern internationale Bürokratien im Kampf gegen den Terrorismus Autonomie erlangen und eigenständige Funktionen ausüben können.

Die Untersuchung belegt eindrücklich die besondere Ambivalenz der Antiterror-Kooperation für internationale Bürokratien, die sowohl der Forderung nach effektiver Terrorismusbekämpfung gerecht werden müssen als auch den Eindruck von technischer Unabhängigkeit in einem besonders umstrittenen Politikfeld wahren müssen. Sie reagieren darauf mit verschiedenen Strategien der gezielten Politisierung und Depolitisierung.
