Dreißig Jahre nach dem Fall der Mauer befinden sich die USA und Russland wieder auf Konfrontationskurs. Doch die erneute Auseinandersetzung kam nicht völlig unerwartet. Vielmehr ging ihr eine lange Phase der Stagnation und der letztlichen Krise im Bereich der Rüstungskontrolle voran. Besonders die Verträge kooperativer Rüstungskontrolle in Europa erodieren bereits seit der Jahrtausendwende. Wie kam es zum Kollaps dieses engmaschigen Netzwerks kooperativer Sicherheitsabkommen? In diesem Band spürt Ulrich Kühn dem Aufstieg und Fall der kooperativen Rüstungskontrolle in Europa von den frühen Helsinki-Tagen bis zur russischen Annexion der Krim 2014 nach. Unter Anwendung eines Multitheorien-Ansatzes zur Untersuchung der Außen- und Sicherheitspolitik der USA und Russlands gelingt es dem Autor, nicht nur die Frage nach den Verantwortlichen der Krise zu beantworten; er entdeckt auch einen bislang unbekannten Regimekomplex, der sich über eine Vielzahl von Organisationen und Institutionen erstreckt.
