Zusammenfassung

Der Band untersucht die Entwicklung der Beziehungen zwischen Europa und Afrika vor dem Hintergrund eines sich wandelnden Sicherheitsbegriffs. Dabei stehen drei Fragestellungen im Fokus. Erstens: Hat die EU sich zum sicherheitspolitischen Akteur in Afrika entwickelt? Zweitens: Wie lassen sich die afrikapolitischen Entscheidungsprozesse in der EU in diesem Kontext charakterisieren? Drittens: Welche Motive stehen hinter dem afrikapolitischen Wandel im Verlauf der Zeit?

Afrika ist in den letzten Jahren zunehmend ins Blickfeld europäischer Politik gerückt. Grund dafür waren vor allem die dortigen multidimensionalen Sicherheitsherausforderungen. Vor diesem Hintergrund und im Lichte der gemeinsamen europäisch-afrikanischen Vergangenheit werden die Lernprozesse europäischer Sicherheitspolitik in Afrika analysiert. Dabei wird anhand von Kriterien geprüft, ob sich der europäische Ansatz von Machtpolitik zu einem aufgeklärten Eigeninteresse gewandelt hat?
