Zusammenfassung

Dieses Buch untersucht die politischen, wirtschaftlichen und sozialen Zusammenhänge zwischen Top-down-Dezentralisierungsstrategien und neopatrimonialen Elitenetzwerken im Nahen Osten und Nordafrika (MENA). In den zehn Jahren seit 2011 haben mehrere MENA-Regime Dezentralisierungsprozesse eingeleitet, aber empirische Beobachtungen deuten auf eine Lücke zwischen der formalen Ausgestaltung und dem Ergebnis der Dezentralisierung hin. Die Autoren identifizieren neopatrimoniale Netzwerke als erklärenden Faktor. Eine vergleichende Perspektive von Jordanien, Marokko, Tunesien und Ägypten (1) betrachtet die Dezentralisierung aus der Perspektive der Peripherie, (2) untersucht die Dezentralisierung innerhalb neopatrimonialer Kontexte, (3) schließt die Fiskalpolitik und informelle Finanzströme ein und (4) analysiert die internationale Geberperspektive.
