Das Buch vergleicht die Radarentwicklung in Großbritannien und Deutschland vor und während des Zweiten Weltkrieges. Es zeigt, wie Innovationssysteme, Führungsstrukturen und Organisationen den technischen Fortschritt beeinflussten, besonders in Großbritannien. Auf Basis umfangreicher Archivarbeit werden wegweisende technologische Entwicklungen sowie zusätzlich strategische und operative Maßnahmen wie Funkaufklärung, Störmaßnahmen und Operational Research neu bewertet. Der Vergleich von Innovationsschritten und -barrieren im Kontext politischer Entscheidungen spielt dabei eine zentrale Rolle. Strategische Weitsicht, verbunden mit dem Zusammenspiel von Politik, Militär, Industrie und Wissenschaft, war entscheidend für den Verlauf des Krieges.
