Zusammenfassung
Die Pandemie und die jüngsten Cyber-Attacken haben die Verwundbarkeit und mangelnde Widerstandsfähigkeit der EU schonungslos offengelegt. Auf die heikle Position der Union in einer multipolaren Welt, in der sie für Multilateralismus eintritt und gleichzeitig Gefahr läuft, zwischen den USA, Russland und China zerrieben zu werden, muss mit einer umfassenden Strategie reagiert werden.
