Die Responsibility to Protect im Kreuzfeuer der Kritik

Die Aufnahme der Responsibility to Protect (R2P) in das Abschlussdokument des Weltgipfels der Vereinten Nationen (VN) im Jahr 2005 wurde als Durchbruch angesehen. Dennoch ist die R2P weiterhin stark umstritten: Insbesondere die im Zuge der Libyenintervention 2011 und der Debatten um den Umgang mit den Menschenrechtsverletzungen in Syrien aufgekeimten Kontroversen veranlassen einige Autorinnen und Autoren dazu, von der Kontestation der R2P unmittelbar auf die Schwächung der Norm oder gar ihr Scheitern zu schließen. In diesem Beitrag wird demgegenüber argumentiert, dass Kontestation per se keinen geeigneten Indikator für die Schwächung der umstrittenen Normen darstellt und die Auswirkungen von Kontestation differenzierter betrachtet werden müssen. Hierzu wird eine alternative Perspektive auf Normaushandlungs- und ‑anwendungsprozesse entwickelt und zwischen drei Typen der Kontestation unterschieden: Kontestation der Angemessenheit, der Umsetzung sowie der Geltung. Zudem wird argumentiert, dass nur der dritte Typ eine Normschwächung impliziert. Im empirischen Teil dieses Beitrages wird diese zuvor entwickelte analytische Typologie auf die Debatten um die R2P angewandt.
