L’encadrement de la participation des jeunes à la politique

African youth, and particularly in Togo, represent a demographic majority and a strategic potential for democracy, but their political participation remains marginal. Despite the existence of a legal framework, its application is limited by the absence of specific provisions for youth, a high eligibility age, the ineffectiveness of established bodies, the lack of quotas, and poor representation in institutions. At the regional and international levels, several instruments affirm the right of young people to participate in political life, but their scope remains essentially declarative, without effective sanctions. In addition, socio-economic and cultural obstacles are also a factor: unemployment, precariousness, financial dependence, low political literacy, the patrimonialization of power, and mistrust towards the political class. These burdens hinder engagement and accentuate the marginalization of young people. Two levers can help strengthen the framework for youth participation: improving the legal framework and implementing support measures. Overall, an approach that combines legislative reforms, reinforced civic education, and digital inclusion could help transform young people into genuine actors in political and institutional life
