In fall of 2009 the Joint Committee of the German Research Foundation(DFG) approved the establishment of a support programfor open access publishing. Since then German universities havereceived subsidies to develop permanent publication funds whichpay the fees for open access articles by the respective university’sauthors. After a brief summary of the goals of this program andthe procedures for applying to it, the article describes how similarstructures and quasi-standards have been developed during theimplementation of the approved projects at 25 universities todate, as well as how structural stimuli for the »golden path« ofopen access have resulted from the DFG’s program.
