There is a growing body of opinion calling for an enhanced capability of the EU to act on security policy issues, including the military component. Within the European Union, comprehensive initiatives to improve this capability to act have already been launched. The scope of any European military capability to act directly affects the national sovereignty of the Member States and their willingness to surrender sovereignty rights in a core area of state competence. In addition, a European military capability to act cannot be conceived without taking NATO and the US into account. This essay deals with these and other questions on a highly topical subject.
