The article explores the critical role of public procurement as a mechanism for promoting economic inclusion among the youth in the West African Economic and Monetary Union (UEMOA). With over 60 % of the UEMOA's population under 25, the region faces significant youth unemployment, exacerbated by a mismatch between the skills of the young and labor market demands. The piece delves into the alarming rates of youth unemployment, pushing many towards illegal migration. The concept of public procurement is explored in both strict and broad senses, highlighting its potential for contributing to economic and social objectives through legal frameworks in UEMOA member states. The article outlines how public procurement can serve as a catalyst for youth economic emancipation, emphasizing its role in job creation, entrepreneurship, and local economic development. It discusses various mechanisms, such as the preference for small and medium enterprises (SMEs) and quota reserving for youth in public contracts, which can enhance access and opportunities for young entrepreneurs. However, despite these potential benefits, the effectiveness of public procurement in driving youth inclusion is hindered by normative and practical challenges within the existing legal frameworks.
