Der Islamische Staat (IS) hat wiederholt Wasser als Waffe eingesetzt, um seine politischen und militärischen Ziele in Syrien und im Irak zu erreichen. Die großen Staudämme an Euphrat und Tigris sind dabei von besonderer Bedeutung, da sich über die Steuerung des Wassers weite Landstriche kontrollieren lassen. Gleichzeitig nutzt der IS die Ressourcen, um die Legitimation seiner Herrschaft zu festigen, in- dem das Kalifat in der trockenen Region eine Grundversorgung mit Wasser und Strom bietet. Maßnahmen, die eine Instrumentalsierung des Wassers durch den IS wirksam verhindern oder einschränken, sind indes stark begrenzt. Einzig ein mili- tärisches Eingreifen hat bis dato Wirkung erzielt. Sollte der IS einmal existentiell geschwächt werden und sein Einflussgebiet einbüßen, besteht die Gefahr, dass sein Rückzug von sintflutartigen Überschwemmungen begleitet wird.
