Failed attempts to put in place a binding global forest regulation have led to more narrow, more realistic and, as a matter of principle, less burdensome initiatives. In central Africa, the idea quickly received the support of policy makers and concrete actions were considered and carried out, with the aim of achieving sustainable forest management which is the result of concerted actions. These dynamics have undoubtedly led to the emergence of a sub-regional regulation of forests, mainly applicable to forests constituting the ecological entity known as Congo Basin forests. However, if the structure of such a regulation is already identifiable, it remains important to ask whether it has the attributes and assets necessary to achieve sustainable forest management which is the result of genuine and unfeigned concertation. This study strives to demonstrate that there is undoubtedly a sub-regional regulation of forests in central Africa, although it is necessary to point out the lack of firmness of some important aspects of its whole structure.
