Die „Anachieproblematik“ der Internationalen Beziehungen ist dem gewichen, was wir als „Herrschaftsproblematik“ bezeichnen. Empirisch und normativ geht es zunehmend um die Frage: Wer kann und wer darf den Akteuren der internationalen Politik vorschreiben, wie sie sich zu verhalten haben? Herrschaftsbeziehungen im internationalen System sind weniger direkt und offensichtlich als im nationalen Rahmen. Sie sind nicht hierarchisch sondern heterarchisch. Deshalb können sie am besten über den Widerstand erfasst werden, den sie erzeugen und der sich als „Opposition“ im Rahmen etablierter Institutionen oder als „Dissidenz“ durch unkonventionelle Mittel manifestiert. Mit dem Fokus auf Herrschaft und Widerstand werden die unterschiedlichen Ausprägungen von und Legitimitätskonflikte um institutionalisierte Über- und Unterordnungsverhältnisse zum Kern des Erkenntnisinteresses der Internationalen Beziehungen.
