Der derzeitige globale »Landrausch« stellt sowohl Investoren, Regierungen als auch lokale Bevölkerungen aufgrund seiner räumlichen sowie zeitlichen Dimensionen und des damit einhergehenden Konfliktpotenzials vor neue Herausforderungen. Neben Kleinbäuer_innen sind, durch systematische Marginalisierung sowie durch Exklusion von Kompensation und Aushandlungsprozessen, besonders pastorale Gruppen massiv von Landinvestitionen und deren Folgen betroffen. In Äthiopien ist zunehmend zu beobachten, wie durch den Prozess sozialer Schließung im Sinne Max Webers der pastorale Zugang zu Ressourcen bzw. Informationen limitiert und zugleich der politische sowie ökonomische Einfluss der Elite maximiert werden. Hall et al.’s Ansatz der Powers of Exclusion folgend, analysiere ich anhand des Fallbeispiels South Omo in Äthiopien die vier Machtdimensionen Regulierung, Markt, Gewalt und Legitimation. Um das Ausmaß exklusiver Landnahmepraktiken aufzuzeigen, werden darüber hinaus die verschiedenen Formen sozialer Exklusion vor dem Hintergrund der historischen Marginalisierung von pastoralen Bevölkerungsteilen untersucht. Anschließend werden die Konsequenzen exklusiv gestalteter Landinvestitionen für das (regionale) Konfliktrisiko aufgezeigt.
